Tight Glow Engine Crankshaft

Hi guys one more from me,
This may be a silly question but on my new asp s21a, I cannot turn the crankshaft with my fingers, is it gummed up or is it supposed to be like that. Do I need to attach a prop to get the leverage? Never used this engine before!
