Antenna wire question

Antenna wire is coax so the shield and the signal wire should be electrically isolated, correct? I am having radio problems that I think I traced to my TX module. If I put my multimeter probes on the two solder points for the coax wire on the TX circuit board, it tells me they are electrically connected. Am I correct in thinking my TX module circuit board has a short? It is a FlySky (Turnigy 9x) TX. The board looks as if it were soldered by children in some sweat shop, so I'm not surprised if it doesn't work. Just want to make sure my logic is correct before I run out and by a FrSky replacement.
