The 900Mhz Plan in Australia

Hi All,
I recently got very excited when I discovered FPV flying...I have flown R/c aircraft and helies for almost two decades and even though I enjoy it...FPV was going to give it a whole new visual dimension. I was horrified when I discovered that apparently the long range frequencies are illegal in Austarlia. (but not surprised, I have long had the opinion that we are a nanny state).
I live in a rural area and would like to setup a system that would allow me to fly moderate distances...say 5Km+ and so from what I have read, I have to go for the lower frequencies to get the distance.
The 900Mhz frequency band operates between 820 and 960Mhz..
I just received an email from ReadymadeRC who makes uhf Tx and Rx in the following Frequencies:
CH1: 910 MHz (Only channel for units shipped to USA or Canada)
CH2: 980 MHz
CH3: 1010 MHz
CH4: 1040 MHz

So is there any reason why the 980 frequecy cant be used for FPV flying? ...from what I can make out the last 3 frequencies could be used without interfereing with anything? I am new to this arena, so any assistance or advice would be greatly appreciated.
