Input requirements for ESC bench test

While building a bench test setup, how would I control an ESC to test motor and prop various performance characteristics like thrust, torque, and power used at different throttle levels?
I have seen Bruce in at least one video changing the settings of the ESC with a very small device at the end of two wires. It appears like a small rheostat but may have a very tiny circuit buard attached. How would I make one of these devices or where would I buy one. What would I call it to do an on-line search for it, and what specs must I know to buy or make the right one?
